A strategy to increase the competitiveness of the firms by increasing the quality of resources - and not simply by reducing costs - calls for a definitive transition to new forms of participation of management, workers and property in corporate governance. The required increase in the endowment of resources and skills is so high and so rapid that it cannot be achieved in contexts of conflictual industrial relations. A new fund for investments and co-management could support companies willing to innovate their strategic and organizational model, focusing on participative decision-making process.
