Market Price Support to EU Producers of Fresh Fruit and Vegetables - The paper aims at the assessment and evaluation of the market price support to EU producers of fresh fruit and vegetables. It starts from the assumption that market price support can only be induced by trade policies adopted by the EU. It analyses thoroughly the functioning and the effects produced by the external protection system of EU fruit and vegetables industry introduced after the 1994 Gatt agreement. Since to estimate it is also central the role played by export subsidies, the paper analyses the criteria introduced by the EU to assign such subsidies. Support to EU fruit and vegetables producers is estimated by means of the Pse, the index used by Oecd in the monitoring of agricultural policies of associated countries. Because of the characters of external protection, it is not possible to apply Oecd methodology to fruit and vegetables, therefore two different procedures are proposed. One is based on the difference between intra-EU and extra-EU export prices, while the former depend on the external protection the latter is linked to world prices. The second method is based on export subsidies rates that under certain conditions can be considered as an index of support to producers. Results assessed market price support to EU producers of fruit and vegetables, although transfers are much lower than those estimated by Oecd in other EU agricultural sectors. The two methods show very close results until 1995, while after that year are widely divergent.
