In this article we provide a broad perspective, within the Italian context, of the complex relationship between communication, politics and civil society to define the institutional framework in which, at the end of the 90s, the Communications Regulatory Authority Agcom was established. Specifically, we analyzed the role of the Authority respect to its regulatory and supervisory functions for monitoring equal access to the media during electoral campaigns (i.e. par condicio). Referring to its guarantee actions, Agcom acts in a synergistic collaboration with the regional communications committees (Co.re.Com.), which locally supervise the pluralism in political information. Based on this analysis we attempted to assess the effectiveness of the regulative approach followed by the Authority from 2000 on, in terms of main resolutions and correcting/sanctioning measures adopted. A final remark on the practical experience of the par condicio Unit, ad hoc established by Agcom during electoral periods, is also presented.
