Starting from the remarks by Cannari et al. (2009) on development policies, this paper aims at highlighting the quantitative and qualitative shortcomings of interventions, but also at pointing out the importance of the effects of a "weak" project of general national policies. The limitations in the multilevel governance of development policies prompt more general and problematic considerations on the prospects for fiscal federalism, starting from the analysis by Staderini and Vadalà (2009). The paper points out that only reduction of the income gap can lead to a reduction in interregional transfers, without calling into question rights guaranteed by the Constitution.
