The concept of "institutional entrepreneurs", individual actors promoting processes of institutional innovation, has raised some scepticism, largely expressed by the paradox of "embedded agency": how can such social actors be the regulative, normative and cognitive processes structuring their experiences, defining their interests and producing their identities? The authors of this article indicate a possible way out to this paradox by analysing the system of relations to which institutional entrepreneurs belong to. Some of the results of this theoretical choice, and of its methodological implementation through the study of social networks and relational attributes using network analysis, are here illustrated starting with an empirical research on the processes of institutional innovation concerning the Centre-Left coalition that has led the regional government in Sardinia from 2004 to 2008.
