Reform and modernization of italian public administrations aims to improve service quality in line with the reduction of public budget. In this context, e-government represents a lever for innovation, because the use of innovative technologies can positively affect service quality and cost savings. This paper aims to contribute to e-government studies, analyzing the functioning of the Civil Registry, after the technological and organizational change started with DPR. 396/2000. After a brief overview of e-government, we provide a description of business process redesign (BPR), a technical tool through which the reforms and in general change projects can be implemented. Finally we discuss italian Civil Registry reform comparing how it would operate as outlined by the reform and how it still works in practice.
