What does it mean "periphery" and what does it to live in peripheral contexts? We argue that, in order to answer these questions, it is important to put attention to those contexts that present sharp conditions of marginality. We identify such contexts in the inner mountain areas of our country. In the first part, we explore the typical problems of the highlands. In the second part, we present the LAG activity and the implementation of Leader Plus Programme. In the conclusions, we draw some lessons and operational consequences concerning scope and functions of policy design for marginal areas.
