There are a variety of peripheral areas all over the world. Everyone has its own idiosyncrasies and needs. In this paper the author emphasizes some problems faced by a rural area which, in the majority of cases, are different from those faced by other peripheral areas such as "cul de sac", the disordered conurbations at the intersection of major highways. Certainly it is difficult in a paper to elaborate deep analyses, therefore the author has restricted his paper to three sections: 1. a brief description of the community, 2. the nature of some planning intervention occurred in this community, 3. a brief conclusion suggesting some new planning that could meet the needs of the community.

Keywords: Human capital, social capital "bonding", social capital "bridging", civic participation, specific intervention, multilevel governance, cattedrals in the desert
