Legislative communications are part of institutional communications and are aimed at enabling the public to get to know, understand and apply the law, using the most suitable tools and the most accessible language to disseminate its meanings. For legislators and public administrations, communicating the meaning of laws is a duty and a commitment based on the principle of equality enshrined in Article 3 of the Italian Constitution, so that the awareness that citizens’ effective participation in the democratic life of their community is closely related to their real ability to access and understand the rules that the community in question has given itself. The activity of legislative communications accompanies all the stages of the legislative process, facilitating participation in the legislation’s progress, influencing the design and drafting of laws to make their texts more legible and comprehensible and, lastly, disseminating their contents in the phase after they have come into force.
Keywords: Legislative communications, Communication and participation, Law as a communicative act, Clarity and precision
