This paper focus on pro-people policies dealing with urban poverty concentration, i.e. policies that aims to de-concentrate poverty allowing the poor’s residential mobility by housing vouchers. After a short analysis of mobility vouchers’ characteristics, the author focus mainly on Moving to Opportunity program, providing an overview about the main strengths and weaknesses of this kind of policies.
