The infinite expansion of slums in developing countries is not clear symptom of development. Informal settlements have assumed consistent proportions and have become a structural problem. At a global level they are the waste product of globalization. We try to analyze, through the study case of Lima, the role of Non Governantive Organizations (NGOs) and Community Based Organization (CBOs). The interest is addressed on the role of these Organizations in the participatory process for the right of a worthy habitat for people who live in informal settlement.
