According to the Ministry of the Interior, the reception centers for asylum seekers (Centri di accoglienza per richiedenti asilo, CARA) are structures where aliens, without identity documents or who tried to avoid the border control, are sent and hosted: such a measure should allow their identification or the definition of the procedure for the recognition of refugee status. The centers host asylum seekers, that is people fleeing from wars and persecutions, and therefore represent their first approach with Italian state, in which they seek protection: regrettably they are confined in these enormous structures, located in remote areas and far from city centers (for example in former barracks or abandoned military airports) for a time almost regularly exceeding the twenty/thirty-five days that are in accordance with the law. How is it possible to conciliate the need to provide emergency reception to a high number of people and the request for protection and qualified welcome which is due to every human being, particularly to potential and mostly vulnerable refugees?
