Article 44 of the Italian Constitution states two fundamental principles with regard to the topic "Land and Labour". These principles are: rational development of the soil and the creation of correct social relationships in the agricultural areas. Today, we can use the more up-to-date formula known as "sustainable use of the land". This statement means that the land, in general, cannot be taken away from farmers and utilized in different ways other than agricultural production. This means, likewise, that the land cannot be concentrated in the hands of only a few people (see the phenomenon of land grabbing). The land is and must remain a natural resource. It satisfies people’s food and safety needs. Moreover, today it is possible to use alternative productive models (see ecological agriculture) compatible with environment, territory and biodiversity to meet these same food and safety needs.
