The essay underlines the absence of guaranteed minimum income schemes in the Italian social security system and examines from a critical point of view the existing framework of such measures at a European, national and local level. Investigating this complex current legal-political set-up, the A. focuses on the breadth of competence on this matter, specifically in the national and sub national contexts. The study brings the A. to propose a model founded on active social inclusion, able - on the basis of a modern interpretation of the constitutional principles laid down in artt. 4 and 38 Cost. - to extend this fundamental measure of social inclusion to people capable of earning a living but unintentionally without a job, willing to participate actively to the material or spiritual progress of our society.
