The Principle of inclusion in new deliberative processes The concept of "inclusion" refers to the question "who takes part?", that is to the crucial question of how the subjects of civil society are abstractly determined and concretely selected, to which the resolution about some aspects of decisional processes of public administrations are referred. The author faces up the main theorical and methodological aspects, comparing the answers given by critical literature and the provisions set by the Act n. 69/2007 of the Region of Tuscany about the promotion of participation to the formulation of regional and local policy. This survey displays a set of prejudicial choices which specifies the meaning of deliberative democracy, the way it implements within the participative processes and the measures to be taken in order to avoid the consolidation of social selective mechanisms.
