This paper analyzes the function of public-private partnerships used to realize infrastructural projects that are high value added in terms of welfare for the whole population. The Author focuses on the role played by public interest investments started to overcome the financial crisis which is the hallmark of our economic and financial system but, in generally, for the international markets. Special emphasis has been put on the use of project finance in the implementation of large infrastructural projects. The survey describes the content of recent national reforms (d.l. n. 201/2011, converted into l. December 22, 2011, n. 214, and dl n. 1/2012, converted in l. March 24, 2012, n. 27) which introduce the regulation of the "contratto di disponibilità" and the use of "project bonds".
