The Progetto Bicocca deeply transformed a former wide industrial area in the heart of Milan, where now are houses, a directional centre and a new university. This contribute aims to investigate the history of this contested intervention, notably describing its main characteristics in terms of urban form, functions and public space. The aim is to underline the fact that the expectations of various actors about this important urban transformation have been satisfied only partially, especially for what concerns the creation of a new "city center in the outskirts", wished by Vittorio Gregotti, who planned the whole area.

Keywords: Urban project, urban regeneration, brownfields, expectations, Milan, Bicocca.
