In order to take care of people that are living in public housing buildings and to improve their living conditions, it is necessary to pay attention to the quality of living in urban neighborhood. Even if the research shows that the local networks are less important for the persons and the neighborhoods are cause of problems more than of help, we have to promote local networks and neighborhoods to build community. This is not to go back in the past, but to create something new, rediscovering the importance of sharing and of the common good. The engagement and the participation of citizens (residents) is necessary, but they can’t be left alone to realize this difficult task.
