Esping-Andersen’s classification of welfare states seems by now inadequate to grasp the different directions taken by new ways to welfare, which cannot be fully appreciated at the national level of analysis. First of all, some experimental measures are emerging. These innovations are characterized by a reflexive orientation among the different stakeholders involved and inspired by distinctive processes observable in the local dimension of welfare. On the other side, we can examine the strengthening of a platform of activation policies and the new tools for the access to care services defined on a European basis. In this perspective, it can be noted that the distinctive territorial processes suggest that multiple welfare models are operating within specific nation States. Besides, international convergences are defining an agenda of priorities which radically modify the governance of national and local social policies. Territory and personalization are therefore emerging as principles which suggest a double direction assumed by processes of transformation of welfare systems. First, this article shows which distinctions allow a better understanding of some of the directions assumed by the new welfare. Second, it examines the rationale and presuppositions which inspire new relational configurations of local services.
