The aim of this paper is to highlight the characteristics that the European Public Communication has taken in the last twenty years and to note the growing awareness of the Community institutions of the crucial role that it plays in an effort to create and promote a European public sphere, based on a shared idea of Europe. Communication policies recently adopted by the Community institutions are related to the introduction of a European citizenship and to the governance reform. Public communication accompanies the modalities of involvement of European citizens in decision-making and the emergence of a multi-level governance; it relies more and more on instruments and online relational channels, in particular on social and participative web.
