With the emergence of competitive market and the principles of free enterprise the power of Community action in the agricultural sector has gradually weakened, to renounce to any form of production planning. The inclusion of agriculture in a system agro-industrial and agro-food processing that transcends national boundaries, however, has highlighted the structural weaknesses of a market that can not ensure the efficiency of supply chain relationships. The Cap post-2013 should review the decision to close the regulation measures of market, as freedom of competition is often affected by negative externalities that can be resolved through the intervention of the public entity. A market system, to be truly effective and achieve a perfect match between demand and supply, assumes control of essential food and agricultural production as well as relative prices, seeking to prevent fraud and an effective system of sanctions, even through the coordination of the role the Guarantor for the monitoring of prices and of the Guarantor Authority of Competition. In the domestic and global agro-food market assume relavance the interests of consumers, called to coexist with other farmers and industrialists. But it is only with the Lisbon Treaty, which a common European market based on a solidarity system is proposed, in which the average consumer is reasonably well informed and must be guaranteed as a person, bearer of fundamental rights not negotiable.
