EU citizenship is a legal instrument that guarantees the free circulation and the protection of fundamental rights in the territory of the Member States. Similarly, it allows the direct and representative participation of the European population, with different mechanisms that can bridge the gap with the EU institutions. Notwithstanding these rights have been transposed in all internal legal systems, this ‘large class’ of political freedoms is poorly understood and practiced by citizens. Through a brief analysis of the conceptual roots and the current legislation, this article will analyze the persistent dialogue between the EU and national citizenship, regarding the political participation, to describe the daily status and the future of this legal relationship
