The European Union has long since begun to dialogue, to take initiatives, to outline plans, aiming to open itself up to Mediterranean, African and Asian countries. Italy, together with other countries bordering on the Mediterranean sea, is at the forefront in promoting projects for economic and social cooperation, for detente policies, and also for acceptance and integration. The lawyers mostly support judicial cooperation and cultural exchanges involving law topics, as the protection of human rights. The discrimination is really detrimental for economic development of the host countries, both if it is based on grounds of "liking/disliking", and if it is based on statistics. Italy has adopted a large number of legislative initiatives to protect immigrants since the eighties [l. n. 943/1986, l. n. 39/1990, l. n. 40/1998, d.lgs. n. 286/1998, l. n. 189/2001, l. n. 94/2009, d.lgs. n. 108/2012, and d.lgs. n. 109/2012 (Italy, with the last two mentioned acts, has implemented and transposed the EC directives n. 2009/50 and n. 2009/52)]. Defending weak persons grants both dignity to everyone, and protection of "weak rights". The crisis of egalitarianism implies that not every fundamental right is protected with the same intensity in respect of everyone. Distinguishing persons in accordance with identitary criteria leads to the crisis of democracy, because it legitimizes to differentiating the intensity in granting and protecting rights.
