The article puts in evidence connections between energy efficiency policies and mitigation initiatives to counteract climate changes. The starting of constructions economies at a low impact of carbon represents a way to support building chain, guaranteeing at the same time a general benefit to reduce climate change emissions. In this perspective, both fiscal policies and voluntary based tools, as the Covenant of Mayors or some initiatives supported by the ELENA program, surely favoured retrofitting processes of buildings and in general initiatives of urban regeneration sustainability oriented.
