The analysis of 2013 regional legislative output, confirms that agriculture is the field in which Italian Regions have passed the largest number of laws, among others fields of the economic development sector. This element reflects not only a particular dynamism of farming, even during these years of acute economic crisis, but also a constant effort of Regions in this field of residual competence, that isn’t limited neither by EU strong regulatory agriculture framework, nor by national crosscutting intervention. The analysis of regional laws content shows, moreover, that regional legislator has also addressed important issues, expression of new and emerging problems, and has often pushed the national legislation on this direction. Social farming, regulated by two Regions in 2013 (see regional laws n. 36 of Liguria and n. 14 of Veneto), is just an example of a regional legislation that anticipates a national legislation not yet defined. Among the other emerging issues, we can remember the protection of agricultural resources, that means both the protection of indigenous genetic resources for agricultural purposes and food (see regional laws n. 19/2013 of Sicily and n. 39/2013 of Apulia) and the protection of agricultural land (see regional law n. 10/2013 of Campania).
