This paper deals with changes in the Italian industry, with particolar reference to the economic development in southern regions The debate on their backwardness has historically been related to the dualism between the North and the South, while the main argument unfolded concerns the existence of a segment of industrial enterprises which are able to compete successfully and to "resist" in the international market. The results of a research carried out on enterprises and industrial territories in the Province of Naples show that both are able to compete also during financial crises, thanks to the combination of social and economic resources, which produce even new and unpredictable strategies. The role of local public institutions in sustaining the growth of the enterprises and the development of the territories appears very weak.
