This article offers an analysis of the return programs and policies in four Andean countries (Bolivia, Colombia, Ecuador and Peru), based on three dimensions: the profiles of the returnees targeted by the programs, the link between return migration and development and, thirdly the transnational perspective. These countries have showed an increased interest in promoting return policies; they have been sending countries of migration, and currently due to the economic recession in countries such as Spain, they are facing the return of many of their citizens. For this reason, they represent a relevant case study. The paper reveals that key advances have been made at the legal domain. However, in practice, the majority of these policies lack from a concrete strategy that takes into account the diversity of profiles of returnees, and reduces to micro-entrepreneurship the potential that return migration has for the local development.
