The essay examines problems pertaining to the increasing complexity in organizational government of cities (and of recently established metropolitan cities) such as the physical and social degradation evident in urban suburbs that must now be reclaimed and reassessed. For this purpose new immediate (tactical) patch-type approaches are explored - approaches to be rendered more stable and significant in scope through a "network" coordination linking in a homogeneous city context the various peripheral actions. In order to strategically cope with this issue it is desirable to institute an innovative "City School" with the purpose of encouraging new theories of urban organization to be systematized in a new "science of city government" addressed to new professional people - "urban managers" - destined to the management of the emergent complexity that now characterize urban areas.
