The "land of financial disasters" discussed by the author in this essay focuses on local communities in Campania, where he had several occasions to observe directly and to appraise himself with the financial distress of Naples, Ischia, Caserta. In this respect he argues that the frequency of this phenomenon is due to difficulties in applying institutional rules related to the specific provision of paragraph 4 of article 119 of the Italian Constitution. This is particularly clear for Caserta’s case where the 2012 Decree of the Ministry of the Interior about the "steadily balanced" budget of the municipality actually refers to the a document that does not guarantee to the citizens of that municipality any concrete financial rebalance. There are, of course, for the municipality of Caserta administrative and accounting difficulties that still have a significant incidence on these budget imbalances, as the author shows in the paper.
