This essay presents an empirical research about interventions against poverty implemented in the city of Bologna, dealing with two paramount dimensions detected by sociological literature: housing discomfort and food poverty. Poverty is observed through the lens of the relationship between public and third sector actors, aiming at understanding which model of welfare is taking place in Bologna. Methodologically, the study leans on 21 interviews to key actors, selected on the basis of the importance on institutional ground and of the presence in the social field devoted to interventions aimed at contrasting poverty. The research allows to underline the traditional asset, mainly based on the principle of subcontracting, with just mild traces of "second welfare". This does not allow to judge innovative the welfare model implemented.
