Although some "categories" of immigrants such as the EU citizien already have the right to vote, the very little data available today is showing that they are not always able to exercise it completely. Many immigrants do not know to have the right to vote, some do not know the procedures to exercise the right. Some others renounce to vote in order to avoid the administrative burdens connected to it. In addition, many immigrants are, likewise Italians, trapped in the political crisis. The main consequence of all this is that over a million of people give up voting. Even in Tuscany, the situation does not seem very different and it now affects about the 3% of the electorate. The essay proposes the results of a research on the political participation of the Romanian citizens living in Tuscany (the biggest group of EU citizens in the region), with a specific focus on two local areas: Prato and the Valdelsa (Siena). In particular, The essay analyses the historical and sociological characteristics of their presence and the relationships between social capital and political participation. The figure that emerges is that of a "non-voting" voter, a person not very informed about his/her rights and little involved in the local political dynamics. All this opens up a series of questions not only on the integration policies but also on paths aimed at exercising rights.
