In accordance with the Italian law on building, the decision in question recognizes the existence of a "new construction operation”"on the permanent mooring of two vessels for the purpose of operating a hotel, adopting a rigorous approach towards manager. The new code of recreational boating could have been more clear, especially with reference to the notion of navigation unit.
