In the Fordist concept of development, "technology transfer" refers almost exclusively to the production of patents and spin-offs coming from the high-tech intensive disciplines, typical of polytechnics, aimed in general at industrial production. On the contrary, within a knowledge economy, technology transfer is understood mainly as "sharing of codified knowledge" and concerns the entire range of applied scientific knowledge, i.e. capable of generating innovation in the production processes of the well-being of the community. In this second meaning of the term, studies on local development policies have allowed the development of an "expert knowledge" able to accompany local actors in a collaborative path of design and implementation of development strategies in the context of processes of participatory policy design. The essay focuses on the experience gained in the field in this regard, presenting the case of Sherpa srl, a spin-off of the University of Padova.
