This paper traces the phases of the evolution of the negotiated programming approach at the national level and of those of some original regional instruments developed by the Emilia-Romagna Region: the Special programs of area (PDA), the Urban renewal programs (PRU), the Framework agreements for the mountain area, and the Agreements/ partnerships for the integration of territorial policies. The four selected instruments are analysed and findings show a variegated picture, generally positive and concrete even if regional negotiated programming seems declining due to concurrent factors including, among others, the effects of the institutional reform of local authorities, the availability of resources and the financialisation trend of territorial development policies.
