The paper presents, from a culturalist and a network point of view, the policy of the Family Districts established by the Provincia Autonoma di Trento (Italy) since 2009. The aim is to analyze, through qualitative and social network analysis, how some forms of territorial governance have emerged from a policy program designed by a political-administrative center. The analysis show that the governance model tend to assume two forms: that of intermediation - which emerged where the public administration intermediates between actors that do not have reciprocal connections - and that of mediation - which emerge where the actors ware more deeply related to each other and where the public administration become a node with an equal relevance with respect to the other nodes
