The article aims to describe the project Territorial Alliances for the Family through which the municipality of Padua is implementing a coordinated set of interventions for the integrated management of local development policies, activating social innovation processes both inside and outside administration. The overall planning flows into a plan of actions for the well-being of the family and citizens structured according to the framework of the Bes. The tools and processes introduced for internal integrative innovation are illustrated in order to favor the transition from a sectoral policy setting to a transversal one: at the administrative level between the municipal sectors and at the political level between the different departments. Finally, the contribution analyses the work of co-programming groups activated on different themes that aim at the active participation of local stakeholders.
