This article contributes to the analysis of the technical quality regulation in the integrated water service introduced by the Regulatory Authority for Energy Networks and Environment (ARERA). ARERA introduced a systemic measurement of the environmental performance of the service based on indicators that cover different aspects: water linkages, service interruptions, drinking water quality, sewage system adequacy, purification processes effectiveness. The setting of targets to be achieved annually has led to an upward revision of the planned investments around 10%. The analysis of the technical quality indicators and of their level for the main water operators shows lights and shadows. The technical quality regulation will bring out the investment needs of the sector and will increase investments effectiveness. However, it is important to have uniform measurements practices along the Country, so that the performance of the service levels reflect precisely the intensity and quality of the investments made.
