The declaration of the state of alarm by the Government in March 2020 has had a very signifi-cant impact in the field of employment, leading to legislative measures aimed at giving priority to teleworking, and attempt to channel interruption of through temporary channels to avoid redundancies, as well as important social protection measures to deal with income losses for those who have stopped working. This study, leaving aside the material content of the measures adopted, aims to analyze the process of drawing up these emergency regulations, the intervention of the various public authorities in both the approval and implementation process, as well as the marginal role of social concertation, collective bargaining and worker participa-tion in the company, the latter at least in the first phase of development of the alarm state. From this approach, the game of the rules regarding sources of law is analyzed, as well as the role played by the usual protagonists in the development of our system of labor relations.
