Decentralization policies are today the only possible alternative to urban growth and the areas of the MENA region affected by conflicts are the main place where this option can be tested. Currently, resource distribution schemes suggest that reconstruction will take place mainly in urban areas. The paper investigates an alternative vision by defining the administrative tools of the assembly and the commission and forecasts their spatial and urban consequences.
