The Covid-19 epidemic has had significant consequences, far beyond the direct impact in terms of individual risks and overloading on the National Health Systema. While the economic effect has been much investigated, less attention has been paid to social impacts and in particu-lar to the combination elements that have added up to the population in poverty. Using data from extensive empirical research carried out in the second half of 2020, the article specifically addresses the issue of the consequences of the pandemic on the population in "health poverty", with particular attention to the difficulties encountered in accessing social and healthcare ser-vices usually provided in Italy by third sector organizations.

Keywords: Covid-19; health poverty; third sector; organizational capacity; access to care; care waiver.
