Starting in summer 2018, the Basque border, which separates France from Spain, began to attract media attention. The central Mediterranean route becomes more visible and the arrival of migrants and asylum seekers from Spain increases significantly in the French Basque Country, particularly in Bayonne. Faced with this situation, local institutions, together with informal solidarity networks, participated in the opening of a transit centre. However, the mediatisation of this initiative, compared with the American "sanctuary cities", conceals the many divergences that run through the experiences of reception on the ground. This article proposes an analysis of the complex networks of solidarity through a double internal comparison: geographical, comparing the case of Bayonne with the initiatives of the more rural areas of the northern Basque Country, and socio-political, through the analysis of the different practices of activism of the solidarity actors and their relationship to legality.
Keywords: Basque border; migrants’ reception; transit; solidarity networks; local institutions; sanctuary city.
