In the province of Pavia most of municipalities are very small. The great industrialization of post war period did not give rise to extensive emigration such as those of Milan metropolitan area. However between 60s and 70s the pronounced lack of infrastructures was evident. Municipalities increased their spending mainly on investment and expanded not unreasonably their workforce. Despite the abolition of local tax autonomy sanctioned by the tax reform of 1974, budgets were kept in balance. The left and right councils showed similar behavior. In Italy the problems of unemployment and others in that period caused an increase in public spending which was perhaps not sufficient given the need of infrastructures and new services. The consequent public debt was trublesome but inevitable. The question remains whether small municipalities are able to participate in the investment process necessary for the country: then and now.
