The essay reconstructs the genesis of the parliamentary investigation on the Merchant Navy from the perspective of Riposto, where the ruling and productive classes insist on the problem of the absence of the port, which passes from the Bourbon kingdom to the Italian state, and at the same time become promoters of numerous proposals to support the merchant sector.
