In the context of the Next Generation EU, a leading role is played by the new InvestEU program. Through a synthetic analysis of its founding regulation, this contribution intends to reconstruct its governance and to account for the role of the European Investment Bank (EIB), the European Commission and the network of national promotional institutes. These are certainly not new institutions, but their role in the economic policy of the Union appears to be renewed or strengthened, also in the light of the pandemic crisis. After the introduction referred to in paragraph 1, paragraph 2 will compare the InvestEU program with its predecessor, the so-called Juncker Plan. Paragraph 3 will therefore analyze the governance. Finally, with paragraph 4, an attempt will be made to outline the consequences that this program will have especially on the positioning of the EIB in European economic governance.
