This contribution aims to provide the recent strategy used by the European Union (EU) against the serious consequences of the Covid-19 pandemic: the well-known Next Generation European Union (NGEU), with specific reference to the environmental objectives that it sets. In particular, analysed the main instrument for implementing this plan, namely regulation no. 241/2021 establishing the Recovery and Resilience Facility, and assessed the purpose of the ecological transition predetermined in the same, this work focuses on how the Member States (and, accurately, Italy) have implemented the European act, making their PNRR an instrument able to orient the entire institutional system towards the so-called "green transition". In conclusion, the study addresses the question of the legal nature of the strategy under consideration, in order to question the future scenarios of the same and, consequently, of the environmental transformation in Europe.
