The Author re-reads an essay by Marco Biagi as part of the restart of re-readings of the La-bour Law classics, first of all retracing genesis and history. Biagi’s essay is essentially consid-ered a classic of Industrial Relations and, in particular, a "modern classic" because of the cul-tural structure and practical finalization. A first part of the re-reading is dedicated to the theo-retical choices that inspire it, pluralist and normativist, compared with clarifications and evolution of Industrial Relations studies of yesterday and today. The second part analyzes more specifically Biagi’s conception of participatory culture and institutions, filtered by the examina-tion of Directives on European works councils, European company and Infor-mation/Consultation rights. A final paragraph highlights how, after twenty years, much re-mains to be done to promote an evolution of European industrial relations in a participatory way, as Marco Biagi hoped, and how a more incisive normative approach on the part of the Union is probably needed.
