The formula “Government in Parliament” summarizes the set of powers and mecha-nisms in the hands of the Government within the framework of parliamentary proce-dures, which respond to the need for interinstitutional cooperation inherent in the Ital-ian form of government. However, institutional practice over the years has shown how these instruments have been used according to an “adversarial” logic. Since such dy-namics are reflected in the Government’s ability to intervene in the scheduling of par-liamentary work, we will try to understand whether it is possible, through such mecha-nisms, to realign the relation between Government and Parliament, and thus the time of politics and the time of the legislative process. The aim is to explore whether trends towards cooperation between constitutional bodies are emerging.
