The Wetland Contract for the Northern Lagoon of Venice, part of the Interreg CREW project, is a governance tool that, carried out during the pandemic era, experienced the need to innovate an approach to participation traditionally linked to activities carried out in presence. The paper proposes to read the experience of remotely involving local actors in the process of the formation of the Contract and tries to compare it with the practices of activating Living and Policy Labs that are increasingly present in the experiences of projects supported by European funds. The reading analyses innovations as part of the process of material and political co-creation involving the participation of different communities in the discussion of complex social and territorial problems, by reflecting on the values attributed to territories undergoing transformation, especially when they are subjected to anthropic and natural pressures that jeopardize their ecosystem role.
