The paper describes the genesis and the evolution of PINQuA – a tool implemented at the ministerial level to address processes of urban regeneration within Italian cities –, its relationship with the Recovery Plan and other programs for urban regeneration implemented at the end of 1990s. The analysis of PINQuA allows us to focus on the persistence of the approaches and styles of the different programs, but also on the presence of traits of experimentation and institutional innovation.
