From Mutual Aid to Public Welfare: Notes on the Evolution of the Welfare State in Italy between the Liberal State, Fascism, and the Birth of the Republic. This contribution briefly outlines the key stages and reasons behind Italy’s gradual transition from a welfare system primarily managed by private entities (religious organizations and mutual aid societies) to a system where public institutions took on the responsibility of assisting citizens in need due to poverty, illness, or disabling injuries. It explains the spread of Mutual Aid Societies and the subsequent reaction of the liberal state starting from the last decades of the 19th century, as well as the gradual formation of the Fascist welfare state.
